A Call to Artists

The Jacksonville Transportation Authority (JTA) is thrilled to announce an inspiring new project, and we are inviting local artists to be a part of it! We want to showcase the incredible creativity of our community by featuring your artwork on our bus shelters.

This is a fantastic opportunity to make a lasting impact on Jacksonville’s public spaces and brighten the daily commute for your fellow residents. We are looking for vibrant, inspiring, and unique designs that reflect the spirit of our community. Selected artists will receive a stipend of $2,500 to $5,000 for their contributions.

PROJECT: JTA Northwest Jacksonville Corridor Improvements
BUDGET: $10,000
DEADLINE: Monday, January 20, 2025

PROJECT BACKGROUND

The Northwest Jacksonville Corridor Improvements project is a priority project in the MOBILITYWORKS 2.0 infrastructure investment program to improve 111 bus stops within Northwest Jacksonville. Stops will also be upgraded for ADA compliance and appropriate amenities in line with ridership needs.

This project also provides additional improvements to bus stops by focusing on locations near transit dependent properties (i.e., assisted living facilities) in underserved areas of the county, including the Northwest Jacksonville area. Improvements include new amenities (shelters, poles, leaning benches, etc.) and lighting.

ART COMMISSION

A local artist is sought to design wall art for installation at shelters as components of the project. Proposed designs would be transferred to several functional shelters for JTA riders, as quality works of public art.

Art will be printed on a perforated metal panels (approximately 40% of the panel will be open). Fine lines, small imagery, and small text will not be appropriate. Selected artwork may be replicated on up to five additional shelters within the project limits.

Shelters will hold a minimum of 3 people as well as a 30” x 48” wheelchair clear space and be responsive to ADA requirements. In some cases (see below), there is a need for a space to mount a 36” x 48” panel that will include a map and/or bus schedule information on top of the panel design. JTA will supply and install this panel.

This will not require any onsite work. Artists will submit four (2) mural designs as digital compositions or high-resolution images (or scans) of traditionally created artwork files. Approved artwork images will be powder-coated or printed on perforated vinyl with an anti-graffiti coating, enlarged and adhered professionally in site specific locations by JTA.

PROJECT GOALS

The following project goals will help guide the selection of the commissioned artwork:

  1. Artwork promotes the City of Jacksonville, Northwest Jacksonville and surrounding neighborhoods.
  2. Artwork meets the general branding and technical specifications for the JTA transportation network.
  3. Artwork has strong public appeal and does not contain controversial subject matter.
  4. Artwork may feature local or Jacksonville area historical and cultural influences

ARTIST ELIGIBILITY

This request for proposals is open to all artists or artist-teams in Duval County that can demonstrate a level of experience and professionalism that is commensurate with this project’s scope and budget.

ART BUDGET

The artwork budget for this project is $10,000. Up to three finalists will be selected and each will receive an honorarium to be deducted from the project budget.

SUBMISSION REQUIREMENTS

To be considered, the following items must be delivered to marketing@jtafla.com.

  1. Artist’s Statement of Interest (one-page maximum): A brief statement that outlines the direction the artist proposes for this project. Please include any background information that highlights the artist’s qualifications and ability to complete this project.
  2. Resume: No more than two (2) pages. A current artist’s resume; placing emphasis on art projects that most relate to this commission. Please include budget amount for all project elements and indicate team member role, if project is a design collaboration.
  3. Reference List: One copy with name, address and telephone numbers of three references (do not send or request letters of reference).
  4. An Annotated Visual Image Identification Sheet: A typewritten visual image identification list that includes title of work, medium, dimensions, date completed, project budget and a brief description of the artwork (if necessary). Please use large fonts since these will be referenced while viewing images; include artist’s name, address and telephone number on this sheet.
  5. Images: up to four (4) digital images. Images must be in vector file format or .jpg, .png or .tiff file format not to exceed 1.8 gigabytes. Images must be scanned at no less than 300 dpi and no greater than 600 dpi. The files should be named with the name and corresponding number as listed on a separate visual image identification sheet. Submissions not meeting these requirements will not be eligible for review. These images should be indicative of the type of work that would be appropriate for this project.

PLEASE NOTE: Incomplete or late submissions will be eliminated from the review process. Do not send original artwork. Although every effort will be made to ensure the safe handling of submitted material, JTA will not be responsible for any loss or damage.

SELECTION PROCESS

The Art Selection Panel will review all material and select finalists for final review. Finalists may be invited to present, in person, proposals that include a more detailed, estimated, project budget. Honorariums of $2,500 per artist/artist teams will be given to finalists that prepare proposals. Artist honorariums include all travel costs associated with making a presentation.

The Art Selection Panel will include a minimum of three voting members, including one artist or arts professional (designer, curator, collector, public art administrator, etc.), one representative from JTA, and one representative from the City of Jacksonville. The Art Selection Panel may also include one or more non-voting advisors as deemed appropriate.

After finalists’ interviews, the Selection Panel will make a recommendation to JTA for approval, prior to an award of a contract. Upon approval, a contract with the artist (or artist team) will be arranged between the artist and JTA. All applicants will be notified about the outcome of their submissions. Please do not call or e-mail for an update on the status of the submission, after the submission due date.

The Art Selection Panel reserves the right to reject any or all applications, proposals, or finalists, and terminate or re-advertise any project without prior notice.
