Transportation Improvement Program that Creates Jobs

A 30-Year Investment in Safer, Smarter Mobility

The Jacksonville Transportation Authority’s (JTA) MobilityWorks 2.0 program is comprised of 17 projects funded by the extension of the Local Option Gas Tax (LOGT). Over the next 30 years the program will invest $490 million in infrastructure and generate an estimated 1,600 direct and 2,660 total jobs. The program includes neighborhood-connecting trails, a new ferry vessel and docking facilities, ADA-complaint bus stop upgrades, and a range of roadway and transit enhancements that improve access and safety citywide.

Shaped by Community Priorities

Approved in May 2021, the LOGT ordinance shaped the project list for Mobility 2.0. These projects target transit, pedestrian, cycling, and safety improvements in Duval County. Community input is gathered through charrettes and outreach with guiding features that include sidewalks, crosswalks, bike paths, lighting, bus shelters, landscaping and more. This process helps address local safety needs such as lighting gaps and first/last-mile barriers.

JTA’s Vision for the Region

JTA is an independent state agency with multi-modal responsibilities serving Duval County. In addition to designing and constructing bridges and highways, JTA provides a range of mass transit services that improve connectivity, safety, and reliability across the region. Its vision is for a thriving and connected Northeast Florida, powered by seamless mobility solutions that support community well-being and long-term economic opportunity for all.

Progress You Can Track

Planning and design for MobilityWorks 2.0 projects began in 2022, with construction efforts that launched in 2023. The program is being implemented in phases over the next 30 years, with completion anticipated by 2052. Throughout the process, the online dashboard will provide a transparent view of jobs created, safety-focused investments, and overall expenditures, allowing the public to track both economic impact and community progress in real time.

First Local Option Gas Tax

The City of Jacksonville enacted a 6-cent Local Option Gas Tax (LOGT) for a 10-year period. In 1991 it was extended for an additional 20-year period through 2016.

Better Jacksonville Plan

The Better Jacksonville Plan (BJP) is $2.25 billion comprehensive growth management program that provides road and infrastructure improvements, environmental preservation, targeted economic development and new and improved public facilities. It is funded in part by a half-cent sales tax approved by Duval County voters, which will sunset no later than 2030.

Better Jacksonville Plan Revisions

The City of Jacksonville and JTA re-evaluated the original BJP road and infrastructure work program due to increases in costs, changes in traffic patterns and community feedback. Projects were added, deleted, reduced or expanded, as well as prioritized for available funding.

LOGT Extension

Jacksonville’s City Council approved a 20-year extension of the six-cent LOGT until 2036. A new project list including unfinished BJP projects was requested as part of the extension.

MobilityWorks 1.0

The City of Jacksonville and the JTA entered into an agreement to develop, schedule, finance, plan, permit, design, construct, and implement projects funded by the LOGT extension. The JTA established the MobilityWorks 1.0 program as part of this agreement.

The JTA Commits

The JTA Board of Directors reiterated its partnership with the City in completing MobilityWorks 1.0 projects and committed to completing all projects within ten years (by January 2026).

Jobs for Jax

Jobs for Jax is a transportation improvement program developed in partnership by the City of Jacksonville and JTA that includes 72 projects focused on roadway and drainage needs that fully leverage the 12-cent LOGT. An additional six cent LOGT was approved for 2022-2052 and the existing 6-cent LOGT was extended for 10 years from 2036 to 2046.
